Either that or one guy F1ing like 10-15, maybe even more 5kers with stuff in space where he wants to build the base. Takes maybe a week or two to prepare. Then the base is up in no time. Lvl2 before anybody could notice it. And even if not that fast, new bases are not spotted immediately. And if they are spotted, proper RP can save your backside for a good while, until you get to core 4 and do with the base whatever you wish.
