A total amen to that. Let's say Joe is a pilot in the USAF, and he encounters an unmarked F-16 in New York airspace. Aside from the whole no-fly-zone/9/11 debate, he would probably do this;
"Unidentified craft, this is United States Air Force Delta 15, hail."
"Wat?"
"I repeat, unidentified craft, this is United States Air Force Delta 15, hail."
"Oh, lol. Hail to u 2 LOL."
"Unidentified craft, identify yourself."
"LOL wat?"
"Unidentified craft, hail."
"Hail."
"HAIL!"
"Hail."
"Base, this is Air Force Patrol Delta 15, Flight Officer Joseph Barkley. Possible bogey, F-16 model."
"We read you Delta 15. Orders from Colonel Kay are to incapacitate suspect bogey and take pilot in for interrogation."
"Roger that base, arming missiles."
"Wait!"
"This is Delta 15 to Base. Suspect is responding."
"Roger that. Please hold fire until new orders are given."
"Roger. Unidentified craft, are you an officer of the United States Air Force?"
"LOL no."
"Where did you acquire that craft?"
"I bought it."
"The United States Air Force does not sell it's craft to civilians. Who do you work for?"
"LOL you take dis to far LOL. I wurk for no wan."
"So you are a civilian?"
"LOL wat."
"Are. You. A. Civilian?"
"LOL yea."
"So you stole that ship."
"LOL no I bought it at Edwurds."
"Base to patrol Delta 15. New orders are to engage bogey, take in pilot for questioning."
"Roger that. Rearming missiles, preparing to engage."
*"Independent" ship gets downed, pilot is taken in for interrogation, sentenced to several years in federal prison.*

That's basically how I see it.
