The problem, as I see it, is the same as every other aspect of the game. Folks who like to RP are inspired by an idea and build bases to indulge their imaginations. Others see them, and use them, as two dimensional game tools. They can store stuff and build stuff.
The latter are the type who buy ships based on nothing but stats. They don't create stories as to how they got them or who pilots or crews them. The former are likely to fly a less formidable ship because they like the story behind them, or the look of them, or because the ship simply fits their chosen RP. There's room for both types of players here.
Bases are difficult to build, maintain, and destroy. I don't think we need an overhaul of the system.
Thing worth remembering about player-bases, mainly for people who’s never built one, or know little in general about the running of them. You don’t build one and then that’s it, job done. They have to be maintained, there are certain commodities base needs to survive that have to be traded to it none stop. Running a base is an ongoing thing, you don’t have the luxury of not trading to it again for weeks or months, not unless you have other people doing it for you instead.
It’s also the biggest downfall for player-bases I think, people get sick of doing it after a while and lose interest keeping it going. One option could be, that’s if player-bases are made much easier to kill. That they don’t require constant trading to keep them running once built, you only have to trade to do core upgrades or add module factories, or extra storage space. Plus, you of course still have to trade fuel for shield. But tThat way player-bases would be much less of a burden for people to run in long-term, plus making them easier to kill then wouldn’t be such a major issue.
Fair enough, many more player-bases might end up littering space if that was the case. But killing them off would be much easier to get rid of unwanted ones no longer used by the owners. But fact is, most bases fail because they require constant upkeep, not because they usually get killed.
