Obviously you didn't adhere to them - TAZ shot and killed innocent Outcasts and in-game, for a period, TAZ blocked the Cardamine trade route for all but a few ships willing to register. Lore-wise TAZ is supposed to be forced to keeping the flow open, because the Maltese are the regional power-block. TAZ rely on Outcast neutrality, their existence depend on it.
When you kill innocent people, your neutrality ends. Simple as.
But yet you maintain that TAZ is neutral and that it wasn't reasonable to oorply consult Outcasts before going ahead with something that in-rp would have a drastic influence on the Tau's and the Cardamine/Slave corridor. Yet another forum post with a new decree would surely be sufficient - I suppose that is the essence of "rp", hmm?
You let it slide, or didn't find it necessary. That quite clearly shows that you don't adhere to any specific standards in term of lore-friendly bases, at least not when it comes to other stakeholders than your own faction.
I have no problem with that as long as you don't maintain that Official Factions are a guarantee of better bases.
