That is a common misconception - rules still apply to indies, they get sanctioned like everyone else.
If you have actually witnessed any indies going around breaking rules freely you should do your bit and report them.
Btw. I like Gov's ideas a lot; but as he said it's never gonna happen. In my ideal Disco, caps wouldn't be able to do harm to snubs, and snubs wouldn't be able to do harm to caps; keeping their PVP separate to the enjoyment of both groups of players. And we could get rid of bombers at the same turn
