My prefered VHF is still the eagle. Might be a bit big, but its agility makes up for it. (I fear, I might have to switch in .87 though, but ... we'll see about that.)
From the three you mentioned there...
Raven's Talon has nice clustered guns, making hitting the hull with all guns at once very easy. On the other hand it's low agility and huge size make it a rather easy target from what I felt. Though it's been a while since I last flew it, it always felt too slow for my taste. The armor doesn't make up for it either, it's rather weak compared to other fighters of that scale and agility.
Touketsu...most people claim it's big and all, I flew it myself in Bretonia against Templars. Well, we all know how "good" the Templar pilots mostly are, so, for me it did decently there, especially using Sammaels. Guess it might really be a bit big. Thing is, it will be a bomber in .87, so, I'd suggest using a different ship. (Btw, wouldn't it be much better if the Waran was replace with the Touketsu and the new Civ bomber became a light to medium bomber?...)
Wasupu, guess it's alright. It's also been a bit longer since I flew that VHF. If you know how to fly it, it can do well, but it's not above average: pretty much just an average fighter, slower than the eagle, but also a little bit more sturdy and a bit smaller.
You could use a Sabre, like everyone else, unless you wish to fly for a faction who can't use them?
I haven't used it myself in a very long time, but from fighting it, I know it's one of the hardest-to-hit VHFs for some weird reasons.

Well, if you are good with 2.00s you might want to try Taranis (625ms) or Ragnaroks/Claymores/Golden Blades (650ms, sync nicely with the MkII Debilitators), depending on what speed you prefer. If you feel like 600ms weapons, which need to be aimed precisly every half second, you could also go with Excaliburs.
Otherwise, at least from my experience, and I know many people say they dislike them, I found the Medusas to be quite nice with a 3.03 refire rate.
Overall I have a dislike for slow refire guns though, can't handle them too well, because my timing is a bit off I guess. Believe it or not, but Flashpoints aren't that bad anymore. No matter what (Sirian) faction you are flying, they could be interesting for you.
