It's kind of funny. If they want to stop indies screwing snub fights, why not just remove caps from free sale, and just hand them to official factions in balanced numbers according to lore?
Developers, you are looking at the wrong side of the problem. If you afraid of cap ganks, hand them only to those who are not just pvp lolwuts. If you fear that it will kick activity, please, your Beta testing already did it. If your target is killing disco, just stop doing anything, it will die eventually.
