“Summum ius summa iniuria.”
“More law, less justice.”
-M. Tullius Cicero, De Officiis
Whilst Fillii legal procedure and laws are almost exactly the same as that of Roman times, there are some noteworthy differences. The first is that whilst the traditional judicial procedures do exist, the government does have authority to bypass them if need be, and administer judgement swiftly. The second major addition is that any foreigner wishing to enter Fillii territory must first receive the express permission of the Imperator himself, or be invited by one of his Tetrarchy. Up until now, no Sirian has ever visited Fillii space before, although this may change in time. Said foreigners must declare what they are bringing into their territory, lest they face severe punishment. Upon further inspection of Sirius, contraband will be specified, and the price for a Fillii citizen carrying it anywhere is death or slavery, the method of which to be decided by the one giving out the sentence. For a foreigner, the same applies, only when it is within Fillii territory. Piracy will not be tolerated in the Imperium, and any such bandits will face the same punishment as smugglers.
