Dunno, all the complains I have seen about the bounty system seems to be made by people, who would love nothing more than to get away with hostile actions taken in lawful space.
It is easy to laugh about some guy you can kill over and over and poses no threat, but the moment you realize that he has a few spare hundreds of mil kicking around and hunters generally are much more PVP orientated players, you do not tend to smile as often and tend to reconsider whether harassing the target in the first place is worth it.
