There is indeed a way--only let them be used on ships that noob fly, and dont put them on ships the pros fly.
Put vets in ships that reward skill but come with higher risk, aka the HF 6x gun fighter that rewards skill but does not tolerate mistakes. Noobs wont fly them since they explody too muchy, noobs will fly ships that are more forgiving, aka the VHF that can mount torps and missiles and mines and have more hull but are harder to aim with (guns are aimed with the ship).
ps--I dont mean noob in a bad way here, just as a skill label. I'm a noob with fighters.
