during my time as a unioner id say it was pretty circumstancial. and much more on the sides of getting shot at rather than starting the shooting yourself.

smuggling artifacts for instance, or having corsair tech on your ship plenty od reason for hessians to want you dead, but unioners didnt have any definitive reason to want hessians dead.
