So the laws themselves restrict Liberty laws and law enforcement to Liberty house space, am I correct?

The problem is that the line specifically states "(....) within their Zone of Influence", which certainly sounds like it gives them the right to enforce Liberty laws in New London or whatever, as that's within their ZoI.
