The Coalition is not in the business of giving out it's technology to every tom, dick or harry, we are VERY paranoid IRP about theft of our technology and only allow those we absolutely trust with access to even the simplest ships constructed using our technology.

As for Cruise Distruptors not working on your ship, I think that's a simple mistake if you're using a Coalition ID with the Technerfs.

And Saber for your question, a Light Carrier is likely awhile off due to a lack of model-designers uninterested in creating one, but in the event that it EVER gets in (although even I am losing hope fast.) it's possible that the Destroyer will be permitted.
