Nomad Indies in the Omicrons are merely encouragedto give an engagement notice. You don't need to sit around and have a conversation with the opposing party, that is just silly.
As for allowances for the cruiser, i'm going to give my thumbs down to it. I'll be honest on the matter, due to past experiences, I am not a fan of the Indie ID at all. Now, i'm not going to go out and look for the removal however. Despite my opinions, the ID is perhaps good to have, under the ID circumstances it currently has

Edit: If you truely want to fly a cruiser, the K'Hara has been made open for a reason. There will be some expectations of you if you indeed try to join, although don't forget that, that is an option.
