I have to agree with the possibility of abuse. Though you can find possibilities of abuse all around.
In order to work around this, you could add exponential costs and cooldowns.

The cost would exponentially go up the shorter the distance and the more frequent. Beaming yourself from Bretonia to Omicron Delta or something every few hours would cost a lot less than from Omega-3 to New London every 5 minutes, for example.
You could also add a cooldown that starts with 20 minutes everytime you use the beam command. If you use the command shortly after the CD has run out the cooldown could become 40 minutes, then 60 minutes, etc.

inRP it would not be extremely bad for many factions, considering that you have available ships in the hangars of most factions (faction battleships as well as other bases, for example).

Maybe you could make it possible only to beam to bases of factions you're affiliated with and the factions allies. Order can beam to Order bases, Dragon and Zoner bases for example. (Taking NPC faction diplomacy here)
