Jumping around everywhere would ruin any sense of interaction between me and my targets as well as planning where to ambush people and whatnot. Why wait for someone in say Kyushu if they can jump from Honshu to their base in Tau-37 from a base to a base, giving me no chance to do jackall to them? And no saying "hurr durr but it'll only happen once every hour" won't make me feel it's good and justified. It takes one use to completely void a whole possible interaction between players. On a server that's halfway empty on somewhat peak times a single missed interaction would be enough for me to call it a day and log off.
All you promote with this is a crutch to something that's not really a real issue if you plan a bit better. I understand you may not have time to play that much, but in all seriousness how hard would it be to devote 5 minutes of Windowed mode flying across 3-4 systems to get to the center of your ZOI so you can go anywhere you please? That or making a second character just to cover areas better?
Also imagine this scenario - military assault on system X, the local military gathers their taskforce. Along the way a revolutionary/terroristic group is supposed to ambush part of them (the defenders), but all the defenders have magically appeared 3 systems away exactly at the fightzone. What do the revolutionaries/terrorists do? Should they just go back to hunting powertraders?
The other things you address for balance is "only certain locations". Well some locations shouldn't be allowed to some factions so this leaves them out of any fun, simply because they chose the wrong ID. Do we want that too?
All in all this only promotes more clustering into hotspots as well as a crutch for poor logistics and an easy way to turn fights around.
