Consider a fight of 5 vs 5 battleship somewere in leeds the BAF and GRN think of it as an fair fight and they start fighting after some RP then some random guys jump into their GRN battleships and make it as 10 vs 5 fight which would be annoying

You can already do the same by just having the ships readily available docked at Leeds or whatever is closest to the battlefields with most popularity.

also it could also do this a pirate misses a guy can dock in the nearest station type /go to base near trader undock and pirate him again

You can already do that by creating multiple chars. Imagine having a hessian that's docked in Stuttgart, pirates you there and another docked in Omega-5, flying to Cambridge and pirating you there again. There's no actual difference.
