The thing is the wolves had no knowledege of 'Hellfire' as such. Only of their former commander...so in reality they are very new to the concept and working's of Hellfire.
The thing with new 'recent defectors', would you or could you trust them? An example is that a group who you have been fighting with additional of propoganda is seen as the 'Enemy', if they suddenly turned up...would you welcome them with open arm's with trust all shiny new or would you be slighlty hesitant in welcoming them?
Making the Wolves have a background with family in mind was a better way, you would accept the fact that people you thought as imprisioned, returning to find their loved one's would make more sense.
The Hellfire have a population from which they can recruit from, they may recruit one or two pilots from Liberty with some research etc but nothing so big as a whole motley crew.
The Von thing is getting sorted, as you know people have rl and the group cover's 3 timezones...so catching them and or passing on messages will get this issue fixed.
