Second Edit: I stand by my reasoning. For in game purposes, the Hellfire Legion and the Xenos relate in a loosely comparable manner to the Council and the Marquis. One is battleship capable and attacks only military targets in a localised area, the other is incapable of fielding caps and attacks military and transports in a localised area. Both are more revolutionary oriented than piracy oriented. [HF] tech is based from stolen LN tech, Donated Hacker Tech, and BW tech, so my point is self-validating.
