Faction X can have a very unfriendly or even hostile relationship with Faction Y, yet not explicitly have that faction listed as a target on their ID, if specifically targeting Y is not part of X's modus operandi. This is the case with the Hellfire Legion and Junkers: HF knows the Junkers are dirty and they don't really put up with that any more, but they do realise that trying to hunt them down isn't an effective solution to minimise organised crime in the long term. That, at least, is the current status quo, and it remains to be seen if that will change or not. Please take note that this extremely unfriendly relationship is taken into account by a mutual negative rephack.
