Considering my vote is on monday, I have not stuck my head out for a while, but I must ask you this.

This is, needless to say, something that the admin team (the old one) should have done years ago. However, I will be the first one to admit that I would have not been a part of the community by now, had that been the case.
I will however suggest restraint. Not only the quote above is already abusable by the players you have described as baiters, but also it could lead to an overall feel of a sword dangling over everyone's heads. I would, for example, not want Disco to become a fascistic dictatorship, where might means right.
The above line has already been the truth for many factions regarding indies, but at least we could always know that the admins might step in to treat that. If, however, the admin team themselves start doing that....god help us all.
