I think it should be taken into consideration that dev decisions regarding the Rheinland-Liberty connection were made a long time ago.
The Minnesota - New Hampshire - Bremen route that even formerly included Quebec was established in a time when activity was much higher and the trend was still to expand more rather than streamline.
By the time the gates were cut it was pretty obvious that people weren't interested in flying through those superfluous, empty systems to battle.
I don't have a clue why they were cut as it was rather apparent that it wouldn't exactly encourage people - lawful pewers, traders, borderworld pirates - to move between Liberty and Rheinland.
I'd also like to restate what EisenSeele mentioned: this was a totally unilateral decision that no Rheinland factions were informed about beforehand, and as far as I know all disagreed with.
The bottom line is: activity between the two houses is considerably lower than before, and in relation to the generally lower activity as well. Yes, there are lore considerations to be had but the fact is that this activity will not pick itself up unless the gates are restored.
Besides, because nobody was happy with the gate situation nobody really did much RP around it either. The entire situation between the two houses didn't really show any development at all since then so nobody will notice if it's reversed.
Playing out the role play aspect that peace between the houses would be necessary for them to be restored is not a desirable solution, as this would kill lawful pewing between them entirely.
Unless Rheinland pulls out some sort of ace such as
-managing to reverse engineer the gate
-receiving gate technology from Gallia (I quite like this) the only way to fix this problem is a retcon.

And many people want it in New Berlin again. How about a compromise? Koeln and New Berlin should offer MOX.
Side note: I requested the switch between MOX and HazMats because it made zero sense that the toxic waste refinery produced metal containers, and the scrap smelter made nuclear fuel. The two exports were obviously intended to be the other way around.
(I don't really object to there being an inferior MOX seller in New Berlin, just explaining why it was switched)
