To : Sergeant Jonas Valent
From : Phileas O. Tukker
Priority : medium
Subject: Houston Operations

This is Phileas Tukker again, Mr Valent.
Thank you for responding and asking for more Information.

I am glad to provide the data here :

  1. Have you secured property for this expansion?
Not jet, but we have found several interesting locations near Jacinto City,
some having been suggested by some of our Investors from Houston.
The whole project has still to be presented to authorities in its finished form jet, as there have been uncertainties about the final responsibility.
The Government of Liberty has been so friendly to clarify that recently, so we contact you as specified in my first communication.

  2. If not, How much property do you require?
We plan to purchase or rent about 12.000 acres of land , about 12 sqare miles
    ( 50 km2 ) , located about 37 miles ( 60km ) outside of Jacinto City.
  3. Where will this facility be located?
The Galena fields is currently a barren and unsettled ridge with sparse to no vegetation, the only water source aside from the typicaly scarce Houston rain being a very mineralic field of hot water springs not usable in agriculture.
Our first surveys have shown that the water will be good for rehab and medical purposes though, as soon as it has been processed to clear it from some pollution through unwanted natural and industrial trace amounts.
  4. What impact will this facility have on the surrounding areas?
As we plan to do some minor landscaping and transforming work here and wish to construct a large rehabilitation and rest & recreation facility able to sustain about 5000 - 10000 guests and patients plus about 1000 - 3500 staff and crew we are aware that this would permanently and greatly change local geography, commercial background and even economical balance.
However as LPI itself is well aware , we would still be smaller than most work camps placed on Houston, even though we would cover up to 5 times the planetary space.

We offer work, training, and even vacation or rehab capacities to law - abiding folk on Houston, making a recreation and vacation from everyday life possible without the costs and risks involved in interplanetary travel. Even though the richer civilians will most probably continue to use vacationship services like those from Spa & Cruise, we are positive that the lower worker class members of society will take the offer as what it is : A cheap and affordable rehabilitation centre with full medical coverage, reachable through normal planetary travel agencies.

Also we offer a training site and rehab centre for the Haven Memorial Clinik,
enabling an efficient rehab service for refugee relocation and other humanitarian projects.
Our clientel are those who need us, not wealthy vacationers.
So Houston suits us , as no charity coud afford to build such a site on Curacao or other Spa site planets.
  5. What kind of safety plans are in place?
We plan to build a rehab and clinic, not a work camp.
We will set up a civilian security firm to take care of any difficulties on the ground, and we rely on LPI and your expertise to advise us on further necessities.

Please do tell us if you need further Information , and I would also like to suggest a meeting.

If I may also suggest something ?
Even though T&T is no match for the reputation or economical background of LPI, we share the common background of serving public needs within a corporate structure. The Board of Trustees would be delighted to meet with any representative of Liberty Police Incorporated if LPI would like to invest in our plans or suggest other options.

With best regards

P.O. Tukker
