The best way I think to do it:

- /restart RhCivilian
- Go to Freeport 2
- Get 1 Liberty Rogue bribe
- Fly

That way you will be neutral with almost every faction in the game, except Xenos, Colonial, Nomads and the Guard factions... maybe I forgot another ones, but a few.

After that, get a Surveyor to have good hull and good speed, or maybe a Ragnar if you want something stronger, and it's done, go and explore Sirius and Gallia.
