Mind you this is my private opinion, not as a staff member. Mods don't decide server-related things anyway.
Thing about Bretonia-Liberty alliance is, that it was included in ID allowances, while KNF-RM thing was not.
What we have here, is player side subjectively bending the server rules through roleplay allowances, discussed and agreed to only between members of that roleplay project. As I recall no BD/GC/FA players/factions (if there still are any, that's it) were consulted are they ok with RM hunting them in Kusari, nor were Rheinland unlawful groups consulted is it ok if KNF shoots them in Frankfurt, and finally this wasn't approved as rule exception (after all, there is reason we have SRPs on the server).
