Nessie/LNS-Connecticut has been sanctioned for:

then note, we have three additional reports from three other players of the poor behaviour contained in this sanction. All pertaining to

3.1 An attack is any hostile action that drains shields to less than 50%. Saying "Engaging" is not sufficient and aggressors are not allowed to destroy a ship before allowing sufficient time to respond.

And then where there is no direct engagement notice incident.

So at least 4 people annoyed enough to report you in a very short period of time. It is these sort of incidents that force the server to make yet more rules to try and mitigate what is basically selfish behaviour. This over complicates things and makes the game less attractive. The impressive number of ships including official and unofficial established tags show you are not even a new player.

Consequences:
Sorting these things takes loads of time so to save a little I have not placed sanction notices but I have put some of your ships in Bastlle to get your attention. Please read the rules, rules that exist because of player attitude.
