For some odd reason, Unione Corse and Hogosha are rephacked hostile in Pirate ID (Error? Purpose?), that's why I gave Junker here. The second line is about the unlawful IDs that cannot ally with other unlawfuls (Gallic Junker, Kusari Exiles, Bretonian Privateers, and few other).
Doesn't really make any sense. Pirate ID is too generic to have a specific ally such as Junkers, furthermore Junkers aren't always too fond of independent pirates.
We really don't need to allow it to ally with any unlawful ID, or else it'll become what the Freelancer ID currently is (being allowed to jump into any pew).
