Extending Hogosha ZOI a bit

I have been wondering, if it would be good to extend Hogosha ZOI onto Sigma 19 and Sigma 17 because of two things:

Kamakura Base in Okinawa.
Planet Kurile in Sigma 17.

While the second is less significant (and Hogosha-Samura connections are rather kept silent), the Kamakura Base should be extending zone of interest for Hogosha, because it the farest base of Hogosha in the area, extending their factual range not only to the Okinawa, but also to the systems connected to Okinawa through jumpholes - especially Sigma 19, the GMG system - and Sigma 17, which is No Man's Land, heavily influenced by Samura and GMG, with Kurile being a thorn in eye for the latter.
