Registering a base is a full role play thing, you have to send a request letter to the faction/government that controls the space where you want to build a base. The House Laws govern base registration criteria, and can be read here: http://discoverygc.com/forums/showthread.php?tid=108128
You just have to send a properly titled message on the communications channel: http://discoverygc.com/forums/forumdisplay.php?fid=59
Don't forget that channel is for role play messages, so you will have to construct your message according to that.
