It was purely mathematical chart for consideration, that smuggling is still more profitable even if smuggler get pirated by lawfuls s opposed to 5ker getting pirated by unlawfuls.
And who the hell cares about PTrans if it is smuggling Slaves or Cardamine.
Trading is easier than smuggling, it's about as easy as that to explain.
You don't have to worry about lawfuls in the systems, you don't have to take alternate paths that slow you down, even if you do run into a pirate, You have a moderately high chance of getting aid from a lawful, while as a smuggler you are generally alone. I am also positive that there are more profitable routes than the one shown.
FL companion is completely focused around efficiency, and the fact of the matter is that smuggling is incredibly inefficient. IMO, I smuggle for the excitement/RP factor. Not credits, I'd mine for those. Most smugglers I feel, are probably on a similar page. So no one would mind the higher risk, even if it wasn't coupled with the higher reward(although for balance i think it should be).
Also the excuse that people will abuse the system and low-pop hours is just scraping. Many things are abused at low pop hours. If other people are making more money, it doesn't necessarily affect your game. Smuggling as is, isn't viable as anything other than an interesting break from mining or trading.
