Heyho,

Since I didn't find any proper definition for my question, I'm going to ask it here.
I will explain the question based on an example.

Let's say I'm a policeman and I'm going to scan a civilian.
The civilian holds and lets me scan him. He has no illegal cargo or equipment, but a pirate ID.
My question: Do I have to treat him as a civilian or a pirate?
