Depending on how environmental damage is handled (can't remember if it's done the same way as weapons fire), you could simply give gas pockets a new damage type that's hugely effective against capital ship shields but not so much against snubs: result, caps fighting in gas pockets spend most of the time with their shields down, while snubs get to plink at them with bombers with near impunity.
