The Order ID is basically the same as the ID I proposed earlier in this thread. There's evidence of no abuse happening with such IDs, why are people still making such assumptions?

Some other factions have no access to caps - Gaians, Bundschuh, Xenos, GC, Farmers Alliance... And what? You just want No ZoI shoot everything ID because you know well... Coalition's enemy is basically 90% of Sirian/Gallic factions. + Read below.

No one is saying giving them cruisers are essential to the Coalition RP, however it would seriously not hurt to allow them to be openly used by indies in one way or another (Although inRP they do not have many, so an SRP process may be best).
You can't really compare all those factions you listed to the Coalition, which is it's own state with shipyards which has the capacity to manufacture capital ships. So it's pointless drawing comparisons such as that. The Order ID and some others is basically what you described in the latter part of your sentence. I don't see threads QQing about Order ID & co abuse. And being able to shoot lots of things yields consequences such as limited places to dock at and bad diplomacy.

About cruiser - NOPE... Please no. We don't really need random Cruisers flying around shooting "EVERYTHING" if this change happens. Go and SRP one if you want... But this is kinda too stupid. SRP Coalition Dessie or SRP Terrorist ID.

But we already do in the form of basically 'every other faction which has cruisers' in the mod. Why are we so afraid? Rus_Man12 could go around blowing up people in a Coalition cruiser, but he could do the same in a Scylla, or a Vidar and so forth.

And please do not try to do this just because you "left" SCRA and this is just ooRP war... I can't fly Cruisers because I don't have SCRA ID... But I want Cruiser for my new SCC Indie faction so let's jump in and use people for ooRP war.

The OP was made by someone who isn't in SCRA. It's not an ooRP war from the OPs PoV at least, same for mine and anyone else. JayDee and co may have their grievances however the community is fully capable of spotting a limited ID and the official faction curbing the fun of indies in order to have power and control.

Also can we not dictate that people's RP is just going to be going around Sirius only blowing things up? In fact, there's a whole bunch of factions which do that already, not that people seem to mind whoever. Lets stop being ignorant.
