How about if it is allowed for Liner ships that have OSC ID and IFF are able to carry 2 passenger for 1 cargo space , that can be count as OSC buff , can that can be done ?

It's been suggested before, technically impossible from what I recall.

I wish they'd just buff profit rates on passenger commodities overall, to the level of contraband or near it, so that running a well-armored liner isn't a totally unprofitable venture.
To prevent BMM 5kers from hauling them, the houses could/should enact laws restricting human transportation (pretty sure they did in the past).
