I believe all that harsh treatment must've taken a toll on him. Actually, that would take a toll on anybody. Check up procedures shall be followed strictly in the future for every personnel member, otherwise we may find ourselves again in situations like this in the future.

What I'm left wondering here is the fact that he was supported by someone or perhaps a group. Who are these people? What what is their mission? How does Commodore O'Howell relate to it all? All these are still but questions, with no answers yet.

Either way, from what you're pointing, he had a high security clearance and that's something we can't afford him to get away with. Even though I agree with you; "where reason doesn't work, force sure does." I believe we should firstly follow a rather standard procedure. As in other occasions before, it's our duty to inform Mr.O'Howell about his acts, -formally-, and also notify him to present themselves to be discharged by court martial. Perhaps it is very likely that he will turn it down and laugh at it but either way, that will just make it easier for the ESRD teams and our combined special units to locate and retrieve any possible information from him and as well as to "tie up this loose end".

I am sorry for your loss Admiral O'Neil. I will update you as often as the situation progresses.
