So how does it work now? Faction gets warning, lets say for January, and it last for three months (January, February, March). Does it mean they have to avoid another warning in those three months but they will keep official status if they get another warning in April? Some explanatory example would be nice.
You would be warned in February triggered by activity problems in January. This means that your warning counts for February, March and April. If you are warned again in April or before, you lose your official faction status, if you are warned in May then you will not lose your official status, but will have another 3 months period.

Can we get some guidelines about the equation? I mean, if faction will have 24 hours of logged time but no forums RP, can it get the warning? Or if there will be lot of forum RP (but hey, what is lot?), can it evade warning even when they will have less than 24 hours logged or less than 3 members?
This will be a case to case decision, you can not lose your official faction status if there is no forum RP.
But you might get around a warning if you can present sufficient amounts of forum RP.
The member count is a set number, you can not get around this in any ways.

Meaning if I submitted the official faction request on 26th of December, will the review happen on 26th of February or March?
This simply says that we can consider factions for official status after 2 months, we do not have to.

It's from the moment you post the official faction creation request.
oracles posted before the forum and server explosion and downtime. we wouldn't mind an update.
Server explosion means that there is nothing left from that time, sorry, but we can not consider things that arent there anymore.
