With all due, the activity tracker means absolutely nothing ... or bare minimum when it comes to looking at how active factions are. Why, you ask? Let's look back in Disco history, to .. the activity farmings of Puerto Rico (yes , I'm looking at Junkers right now ) , the random faction tagged ships floating afk next to a station (still a common thing in certain times of a day) , or flying through a system with autopilot in non-cruise ( takes quite a lot of time in large systems ) and so on ( Was hilarious when I kept bumping the guy and did nothing for 15 minutes, then it got boring ) . So personally, I think this whole report idea is pretty good, not to mention it gives chance to factions who contribute more to the RP part then the in-game part to have a way of proving themselves.
