History etc will be better defined in future. But isn't it obvious why that reputation was gained? BHG is notorious for adding ex-convicts into it's ranks. That's not an opinion, there's infocards and lore stating exactly that. In my past old experiences as a BHG character in old BHG| many times other House Lawfuls would immediately think my character is an ex-criminal, or perhaps even has criminal habits.

Emma Harris was also known for killing criminals so it's something we might follow. However if the bounty requires capturing criminals then we'll stick to it, as she also did.
I think we will allow our members to definie their 'own justice' and make it an integral part of their characters. Do they apprehend crminals and take them in to be judged by the law, or will they just simply be the judge, jury and exectuioner? Are they above the law, on the same level, or even beneath it?
That itself could create some very interesting social ripples and perhaps even generate a little bit of friction with our allies, as well as sourcing some controversial opinions.
Redemption is certainly a theme as the SHL encourages sinful Hunters or Hunters with past sins to step forward into the light.
