If I were a Zoner in 11's circumstances, I'd simply migrate somewhere. I wouldn't go with loud claims that I will fight back and so on. Neither I'd join anyone against Core. Simply because screw it, no one obliges me to do whatever could harm my safety (more than permanent Nomad threat).
