Bug: Outcast Switchblade sellpoint.

Not really a bug, but with Omicron Eta being removed Outcasts have lost their only Switchblade sellpoint. The closest sellpoints right now are in Ontario or Omicron Kappa.
1) Rapier is selling on both Malta and Corsica, so maybe the solution is to replace Rapier on Corsica with Switchblade.
2) Ruiz and Galicia are both have no shipdealers so the sellpoint can be placed there.
