Esteemed Brigade General Heinrich,
Your predecessor who signed the non-aggression pact was either a wise man who was able to please everyone, or a complete fool who disregarded his allies. We are not allies, but we are not supposed to attack each other. Those were the words of the Hessian Movement at least, which I expect to be kept. Not your words, true, but you are not a monarch, a tyrant, an autocrat. You serve the people, and those were their promises, made in their name by your predecessor.
Because of that the defendant Gunnar Cannonbreath was in fault of our agreement only by opening fire at our law enforcement. Whether he has really kidnapped and murdered a civilian we do not know, and that is why we need him. We need his DNA sample, the supposed murder weapon for analysis and himself for a testimony. If the Red Hessian Army are unable to provide that, we would be content if his docking access to all Hessian stations was prohibited. He is a traitor to your Movement and, I dare say, was perhaps even acting for the non-aggression pact to be broken. Let us not spill blood needlessly because of one traitorous, careless man. You should care. Lives are at stake.
