I think that's a bit too late now, as multiple players have already registered their caps. I see the capital ship targets are something that could make the difference in this event, and I think both sides should have a chance of winning, so I don't see a problem with making very tough capital targets. 50 millions per target, maybe? Even if the capitals don't make it, there are lots of VHFs with Torpedos and Bombers, I guess.
