The Admin Team are aware of the situation between these two factions and the triangle of drama between them and the local lawful factions, that is currently happening within Rheinland because of it. We have a hook in the making that would allow set specific docking restrictions on bases for specific IDs/IFFs which will fix the situation for both them and a few other instances where docking on a station which is technically neutral to the player would be seen as an OORP action.

However, until then the only remedy to prevent OORP docking on Fresiatdt station in the presence of lawful patrols, is to temporarily adjust the faction relations to Neutral Nodock. This is a temporary change.
