If the LSF never FR5'd you then yes you are completely free to do so and they'd have nobody to blame BUT themselves, weather it's due to them being inactive or being too lazy the fault is entirely theirs... I don't consider it OORP at all, it's the lack of |PRIME's RP that lead to this all they had to do was file a request but because they were too lazy to go and tell the docking administrator not to let us dock they left themselves open to getting spied upon.
Also they're really incompetent... they're toasters with wires attached to a fan in case their processor overheats.
