To all recipients of this message,

in the past weeks, the Kusari Naval Forces, in coordination with the Ministry of Defense, established several agreements of military hardware exchanges with the Liberty Navy and the Rheinland Military. These agreements have come into effect this week, and transports and small patrols of the respective military forces, as well as related intel agencies, may be encountered during your patrols.

The following are guidelines for officers of the Kusari Naval Forces, in effect during the course of the agreement period. These are not mandatory. Kusari State Police is welcome to adapt their procedures to these guidelines for the sake of uniformity.

Regarding Capital ships

1) During the course of this state of affairs, Kusari Legal Codex 5.1 directive is still in effect. No capital ships are allowed entry or transit in Kusari space without written and explicit approval from a relevant authority.

Regarding foreign house military assets

2) Enforcement of Directive 5.3 of the Kusari Codex is wavered on escorts hailing from the Rheinland Military, Liberty Navy, and MND intelligence service, providing they are abiding by the following conditions:

2.1) Said group is composed of at least one transport or freighter class vessel.
2.2) The group is escorted solely by fighters and bombers, and by gunboats in an appropriate ratio
2.3) Transport group is engaged in shipping activities to and from Battleship Nagumo (Kyushu system), and Battleship Matsumoto (Hokkaido system). Presence or travel off the standard course is to be viewed with suspicion, and investigated.

Regarding non-military assets

3) Transport vessels of civilian nature working under contract by a foreign navy to import or export military hardware related to these agreements must be included within a shipping taskforce by said agency.

3.1) If found operating on its own, permit fees will be applied by law enforcement on each encounter.
3.1.1) A minimum of 3 Million credits will be collected from the transport, if it is known to be working on behalf of the KNF, LN, or RM.
3.1.2) A fee of 8 Million credits will be collected on transports that do not show any evidence of military contract. If it's the first time, provide the afflicted transport 24 hours after the operation to present the appropriate evidence to claim a refund of the difference of directive 3.1.1.
3.1.3) Civilian Shipping vessels that fail to hand over the fees to the law enforcement forfeit the secured cargo, and are to be ordered its transfer back to law enforcement possession.
3.1.4) Vessels of Samura Industries, Kishiro Technologies, Hogosha, and affiliated vessels are exempt from directive 3.

lastly, it is highly recommended for all officers to present in this channel any patrols and interventions related to this situation, so coordination between patrols can be achieved. Report here any cases of convoys met, and infractions.
