This wreck is supposed to drop GUARDIAN CODE (special_gun13).
But because Minnesota has been made inacessible, there is no way to get that weapon.
So maybe move it to New Hampshire H6? I hope that is desolate enough, as the red part of the infocard shown below suggests.
