If you remember, Trent didn't have access codes for any gates in the beginning. So, there's something broken there, and I'm not sure how to fix it without massive work.
The way I understood it, while lanes are easily disruptable and usable, the Lane Hackers make their fortune off being in the right place at the right time- they know the schedules, they know the escort strength, and rarely fail to take down transports laden with valuable commodities.
However, you bring up a good point- jump gates do need some sort of code, at least the ones within the houses anyway, and while it is possible that criminal organizations have a few legit operations providing them with codes, they would try to only use those resources when necessary, and stick to jumpholes when possible to avoid getting tracked. The same goes for tradelane use, in a manner of speaking- both Ageira and the Lane Hackers know when a trade lane is being used, and by whom. Unlawfuls would try to avoid them to get around the inevitable response force waiting for them at the other end. But, if it comes down to military cruiser hounding you vs civilian militia hounding you, they might take their chances with Ageira's goons rather than the cruiser.
