My name is Ryo Kase, Minister of Research and Development. I was patched in this transmission by Admiral Richards to answer to your questions.
When the Republic had been forced to leave Borneo, which as you know is no where near Yuma, we were forced to pack a lot of population in temporary places on Pecos, which again is not really a tropical planet. Due to those circumstances, we had to act in desperation, with the result which you know. On Pecos however, we managed to adapt and when our need was not that dire, we managed to think of a way to settle on Yuma.
As you know, due to still unknown factors, the plant life on Yuma is incredible but the fauna is not as dangerous, however we had not fully explore that part of it. But, in our exploration we learned to respect the planet as a whole and by doing so we discovered a pristine building space. The Oceans.
If you are unaware, on Crayter sector we managed something similar to an Oceanic planet, so we took out old plans and we started to build.
As for location we looked to areas that are at least 10 nautical miles from the coast and we placed it where there is no chance that aquatic fauna would be affected, which must say here would have need some experts from you but we learned.
The islands are build from an alloy designed specially to withheld against the saline factor and also not to pollute the waters, as we later discovered we could use it for a lot more.
For the energy, while every island is having their own generator, that is only use at a certain percentage as we learned to use the waves as a renewable source of energy. Every island is 80% self sustainable, having their own hydroponics and food supply as well as making sure that no pollutants reach the ocean we so got to love. The residue that cannot be treated or reused, is stored and used in the industry. A whole process was developed for that.
Now, if you think about the marine fauna and that we may build an island in one of their breeding zone, we have a surprise. The islands are mobile and for each ocean sector we are trying to match our movement with the fish movements, such as if they need to be in zone A and we have an island there we make sure the island move in zone B from which a different migration started. This was possible due to Minerva Station, which was the last important project she done before it was destroyed by the Outcasts and Nomads. During the tests and the months that passed, I must say that this course of action didn't seem to bother any migration.
As for your request to send your own experts, I agree with them having on the planet but you must know that they would be acting accordingly to the Crayterian Laws and more can be discussed later on.
We have a jewel and we want to protect it as best as we can, which would help us if you have any biologists available to take part in our 53rd scientific expeditions to the landmasses.
