There's a few complications that arise from allowing someone to do this. For instance, the rules do not forbid you from bounty-ing someone outside your ZoI. You could theoretically get, for example, an OC player, run to Rheinland with a group of Freelancers, and just bounty everyone there to blow them all up. Would require additional wording to stop these kinds of loopholes.
Wouldnt a better remedy be to make ingame-bountying outside of the ZOI illegal, instead of making illegal something that especially noobs tend to do and benefit from, which makes the rule prone to abuse?

Example
An official faction would, I presume, pay for the bounty pot, and permit the unofficial faction/individual to carry on legally with the bounty without getting the board shut down by admins. This can't be done on an OORP basis though. (an official OC faction can't approve an unofficial Sair faction's bounty board)
