Is it not a civilian's duty to call for help? When you see someone steal someone's handbag, do you continue idley on your way, or do you reach for the nearest phone and call the police?

Ok. Say you're being a bully trying to intimidate someone enough to give you some money. Some little scrawny nobody walks up and starts yelling at the top of his lungs "POLICE! POLICE! POLICE!"

Do you ignore him, or knock his lights out to shut him up?

Honestly, the rules protect these guys, yet they're still able to harm us indirectly. I say we make an ammendment so anyone underlevel who starts squealing removes their right to pvp protection.
